The Harper Building is home to UAF's Interior Alaska Campus, which serves communities and villages in the Doyon region and Interior Alaska. Courses are offered through the Interior Alaska Campus by audio conferencing and the internet. On-site classes in villages are administered through rural educational centers.

The building is named after Flora Jane Harper, who in 1935 became the first Alaska Native woman to graduate from the Alaska Agricultural College and School of Mines.

Access is off Fairbanks Street and Draanjik Drive. The Geist Road entrance was closed in 2018.
